Oil is a fungible, global commodity, meaning small increase in the US simply feeds into the world market. It would be absorbed quickly by growing consumer demand in China and India.

In 1998, due to efficiency improvements, the US was using the same amount of oil it did in 1979 and creating double the economic output!
